CTD was established in FBI HQ to coordinate the counterterrorism investigations conducted in FBI HQ and its field offices. CTD is staffed by three broad position types: special agents (agents), intelligence analysts, and other professional support staff. Eighty percent of agents working in CTD are supervisory agents, most employed at the General Schedule (GS) 14 level and above, the majority managing operations in the field or HQ under their areas of responsibility.
