Unfortunately, JUSTICE holds Liberator's closest friend and smuggling partner as a hostage, ensuring that Liberator will put his life on the line to fulfill JUSTICE's mission of saving innocents, stopping crime and protecting its own political territory. In the process of surviving his sentence, Liberator and the agents in JUSTICE confront the limits of self-sacrifice, the use of government coercion, the fragility of trust, and the boundaries of loyalty. Over a three week period, Liberator is faced with the very real possibility that JUSTICE will discover his real name, capture his ex-wife and daughter, and destroy all hopes of him returning to his former life. As events climax, Liberator discovers inadvertently that not all is at it seems in JUSTICE, and that his plans to reunite with his family might fail no matter what he does.
