Congress showed continuing interest in the development of IOCs shortly after the terrorist attacks of September 11, 2001. In the Consolidated Appropriations Resolution, 2003,16 funding was appropriated specifically for such a center in Charleston, South Carolina. That center, known as Project SeaHawk, brought together agencies, including the Coast Guard, CBP, the Federal Bureau of Investigation (FBI), the Navy, and state and local law enforcement agencies, to improve transportation security.
