Rather than acting as a prescriptive guide, PTA-A is merely a record of the myriad ways in which such short forms have been and continue to be created. In spite of attempts by organizations and individuals to prescribe standard periodical abbreviations or rules for constructing periodical abbreviations, the uniform abbreviated citation has remained an admirable but elusive ideal. Many databases and indexing and abstracting services use homegrown abbreviation systems. This is compounded by the international nature of information. The goal of PTA-A is to allow its users to both properly cite and access any appropriate publication without undue error.
