Starnes is best known for his expertise in counterterrorism, counterintelligence, investigations, and protective security. Having provided security at multiple U.S. embassies for the Diplomatic Security Service, including Guatemala's civil war and Paraguay's violent coup détat, Robert spearheaded the protective intelligence investigation in New Zealand after receiving a threat letter containing laboratory grade potassium cyanide targeting visiting U.S. golfer Tiger Woods. Robert led the investigation, capture, and transportation of a high ranking Hezbollah terrorist in South America. Robert also arrested a Pakistani terrorist in Texas, a former military fighter jet pilot defector, who was merely two weeks from beginning active duty service with the U.S. army Airborne, and participated in the disruption of a planned bombing attack against the U.S. embassy in Paraguay by a suspected Lebanese bomb maker. In 2004, Robert was selected as a member of the first U.S. diplomatic envoy that returned to Libya during Dictator Muammar Gaddafi's rein. Robert W. Starnes led a team that rescued over two dozen American juvenile students from an allegedly abusive behavior modification camp on the small South Pacific island of Western Samoa.
