It evaluates progress towards implementation in coastal councils across South Australia as they adjust to a changing climate. The study was designed to better understand the decision-making contexts for each coastal local government in South Australia. Our approach enables detailed understanding of the specific, contested decision-making space for coastal adaptation. The intention of the study is to identify areas of focus for priority investment, support, and guidance. This report, Volume 2 'Key stakeholder perspectives', is a companion document offering insights and explanations based on the perspectives of elected members and council employees interviewed about progress in adaptation planning.
