Dr Turner does not dispute these facts. The Committee agree with the Parliamentary Commissioner for Standards that Dr Turner should not have used such language, and that it breached the Code of Conduct of Members of Parliament. This behaviour is also found to damage the reputation of the House of Commons as a whole. On the second element of the complaint, Dr Turner was entitled to complain about Mr Aldous' conduct, but not to link it with his complaint against Dr Turner. The Committee feels this matter should have been resolved with a written apology to Mr Aldous, to which he is fully entitled, and recommends that Dr Turner sends such a letter, unconditionally, without delay.
