This report proposes a model of housing to be implemented by an Aboriginal and Torres Strait Islander leadership mechanism - the National Indigenous Housing, Health and Wealth Authority - that is able both (a) to harness the wealth-creating potential of the Indigenous Estate, the sum of Indigenous rights and interests in Australian land and waters, and (b) to introduce a new Indigenous housing system that is included within the Indigenous Estate.
