The author then focuses on the Mediterranean Sea, highlighting the most problematic issues of maritime boundary-making. He describes certain outstanding boundary problems in the Mediterranean and analyzes the primary factors which could influence the prospect of setting such pending boundaries in the region. The work proves the practical value of the "substantive rule" and substantiates the legal argument in favor of that rule.
