The NKomVG summarizes the NGO, the NLO, and the law of the Hannover region, and contains a variety of new features. The 21st Bad Iburger talks were devoted to the new constitution of municipal law, which currently exists as a government draft. After an introductory speech by Interior Minister Uwe Schunemann, all aspects of the new law were discussed. This volume contains the papers and discussions of the symposium. German text. German description: Am 1. November 2011 wird das Niedersachsische Kommunalverfassungsgesetz in Kraft treten. Damit wird eine neue Epoche in der Geschichte des niedersachsischen Kommunalrechts beginnen. Das NKomVG fasst die NGO, die NLO und das Gesetz uber die Region Hannover zusammen und enthalt eine Vielzahl von Neuerungen. Die 21. Bad Iburger Gesprache waren dem neuen Kommunalverfassungsgesetz gewidmet, das derzeit als Regierungsentwurf vorlag.
