Africa has in the past decade or so shown some of the highest population growth rates in the world, at a time when the economic crisis has become deeper and deeper. One school of thought blames the present economic crisis on radid population growth, another regards this growth as a stimulus to economic development. What emerges from this volume is that the quality of African labour is certainly a barrier to rapid economic growth. The rate of increase in the skill endowment of African labour is accordingly seen as both a constrain and a potential source for accelerated development in the future.
