She has selected a fitting instrument for her purpose. Her armies can avail her nothing against us, for the ocean intervenes. Her diplomacy gives her no hold, for there are scarcely any political relations between us. The only instrument by which she can gain the least influence in these States, is that precisely which she has chosen. Its perfect fitness to accomplish any political design against the liberties of this country and of the world, I shall next consider. CHAPTER III.
