He enjoys seeing what others are working at, and how a little funding could benefit the fast-moving world of science. But he also has to cull out applications which he feels are irrelevant to modern science. Every week he is to gather up the files of those he thinks should get funding, and carry them off to Joseph. They meet at the restaurant adjacent to Joseph's rest home, the URest & Recover. Joseph checks out the files and if they pass muster, he will relay most of them to the funding committee. But today the communications dept. is visited by an alien scientist, Dr. Frederico Fizz, who regularly visits looking for funding to support his project, which is to discover and make changes to the laws of physics. He has endured years of his project being laughed at by his peers. Henry tries to put Dr. Fizz off until Joseph can handle him. But Fizz does not want to be put off any longer. Joseph had wanted some proof of Dr. Fizz's research successes. Dr. Fizz tells Henry to relay this to Joseph. "At exactly noon tomorrow I will close down one of the laws of physics! I will choose Bernoulli's Law, the law governing flight throughout the universe. For one hour the law will not work! No planes will fly!"
