When the Nazis took power in Bavaria in March 1933, their longtime party-whip in the Bavarian state legislative assembly did not receive any type of nation post in the new regime, against all expectation. Hitler's telling rationale was "too polished, too political." Instead, Buttmann became the chief of the cultural-political division within the Ministry of the Interior in Berlin, where he negotiated the practical implementation of the 1933 Catholic concordat with, among others, Cardinal-Secretary Eugenio Pacelli, later Pope Pius XII. Only two years later, Buttmann achieved an important change in his career: at his urging he became the General Director of the Bavarian State Library and therefore returned both to Munich as well as to his occupational calling as a research librarian.
