Two of the city's previous Mayors have been convicted of corruption and the succeeding Deputy Mayor, who served as the Interim Mayor was convicted of homicide and sentenced to ninety-nine years in prison. Before hiring a new Chief of Police the city police department was operated by the State Highway Patrol. At the end of the year preceding the recruitment and selection of a new Chief of Police the city was ranked first in violent crime per capita of cities with over 50,000 residents. It had the highest crime rate in the country with 2,333 violent crimes per 100,000 people while the national average was 455 per 100,000. The income of two out of every five residents were below the national poverty line. The city is in the clutches of a struggle between good and evil and is seeking a resolutionA group of small business owners who suffered the repeated break-ins and robberies searched for a career, qualified and committed law enforcement officer to combat the criminal element who they believed had taken over the city.
