Brewer-Carías) regarding the legal foundations of a Judicial review of administrative action process filed against the administrative decision issued in 1990 by the National Stock Exchange Commission of Venezuela, regarding the shares of the then biggest bank of Venezuela, the Banco de Venezuela, through which it eliminated the right to vote of certain shares of the Bank that were property of various of its related companies, facilitating the Commission the pretension of a raider to take over the entire Bank, only by acquiring a low percentage of shares. The whole event, unfortunately lead to the collapse of the entire financial system in the country.
