But below the security checkpoints and the sea of enticing wealth, those deemed unworthy or undesirable by the ruling families are exiled to the rundown Under City where they are left to fend for themselves. Here, the dissenters, the criminals, and the poor are forced to live with meager wages, starvation, and no hope of ever rising above it. Bound to their jobs by their marks, they are little more than slaves to an uncaring government.
