Needing boots on the ground to verify the information, he sends Jacob Kelly to penetrate the headquarters of the Soviet Red Banner Pacific Fleet. When Kelly is compromised it becomes a race to extract him before the shooting starts. The United States navy soon finds itself a foil for the political ambitions of a rogue Soviet admiral and the end result isn't going to be pretty.
