This Symposium was conceived and has been designed as an objective analysis of plant breeders' rights. We hope to examine what breeders' rights are, how they have functioned in other countries, and what the requisites are for placing them in operation. And we hope to envision the effects on crop improvement, seed production, and seed merchandising in the United States if some system of breeders' rights should be adopted in this country.
