Each country discussed presents an analysis of the recent changes between government and higher education from a variety of perspectives and looks at the effect the changes in strategy have had upon the linkage between the university and the polity. Have these changes contributed to reinforcing centralized control, or, on the contrary, have they served to increase the autonomy of higher education by forcing it to diversify its support?
