Crucially, the book focuses on the war crimes legacy from the 1990s, not as a matter of international conditionality, but as a key factor obstructing successful reform. This book, for the first time, examines the networks linked to security, intelligence and military agencies that protected war crimes suspects, such as General Ratko Mladic, delaying democratic control of the armed forces.
