One obstacle in implementing these reforms is staff capacity erosion. The Association for the Development of Education in Africa (ADEA) Working group on Higher Education commissioned this study with the objective of examining the issue of higher education staff retention in African universities and the contribution that can be made by the Diaspora in reducing the effects of brain drain in these institutions. Four countries were chosen for the study: Ghana, Nigeria, Rwanda and Zambia.
