Blumovicz replied that he would gladly comply, but added that this would strain their limited technical resources which were already overtaxed. If the committeemen harbored any doubt of their liaison officer's good will toward them, it was completely dissipated in Heidelberg the following week. Retter was present at a conference of the UNRRA Council on the afternoon of November 12. He was pleased with the broad representation--General Duff, Colonel Scithers and Whiting were present--and the affirmative tone of the discussion. For the first time, Whiting was able to present a series of official answers from Army headquarters in Frankfort to a comprehensive array of recommendations which the Council had prepared the preceding August. The Army stated that his program would continue into 1947 and probably longer and confirmed the desirability of long-range planning. What was probably the most significant part of the document was the recognition by the military authorities of the necessity of "rehabilitation programs" and its willingness to support them. Retter interpreted this to mean that the Committee's program of employment and vocational and agricultural training was now official policy, and this was borne out by the substance of the discussion. In addition, the uncertainty of the future of UNRRA was cleared by the report of Pierce Williams, of the Refugee Section of the United Nations, who declared that UNRRA would probably be succeeded about July 1, 1947, by a new International Refugee Organization....
