The hero of the drive to develop one such series of flying weapons, Colonel Andy Rampart, returns from a Viet Nam prison of war to Winston Parnel Air Force base in southeastern Ohio, to take over the newly establish " black programs office."
His four year battle with industry duplicity, congressional
conniving and marital failure succeeds only by the sheer force of his personality and determination to see the top secret weapons fly.
Derk Digule, a fellow officer who becomes a civilian executive of an aircraft firm, is the colonel's primary antagonist. New York Senator Salvatore Maggio and Vincent Siminelli, Chief Executive Officer of Southrun Aircraft Corporation on Long Island, become his nemesis during weapon systems development.
The Central Intelligence Agency's Director of Overt Operations, Ted Plantin becomes an unwitting player in the plot to assassinate Colonel Rampart.
