Our hero, a trainee journalist, uncovers a major credit card fraud and is immediately incarcerated in a secret detention centre with other potential whistle blowers. On release, he is eager to pursue his findings and bring the criminals to justice. He hides himself in an old town, a haven for miscreants expelled from the main cities and ruled by gangs. With the help of his girlfriend, an acquaintance of the detention centre, he attempts to contact the highest level of government to put forward their findings. They have to evade the security services that are in cahoots with the fraudsters.
