Through Smoke and Blood is set on a dystopian island where technology had regressed and six cities vie for power and resources. Vesper Paldoe, wife of the unpopular Chief Minister of the city of Silverspire Jack Shefflin, seeks revenge on Koyce Kelly, a tribal leader of a neighbouring city, for the purported murder of her parents and brother. Though unwilling to act in the beginning, Vesper threatens divorce when Jack won't take on Kelly. Jack is further motivated into action when Kelly tries to kill him in a bombing attack. It's clear that an all-out war is brewing though this means that the powerful city of Ravensguard gets involved. Ravensguard invites the island leaders to their city for peace talks to avoid any more violence. These talks end in disaster for Ravensguard when Koyce Kelly lets off a number of bombs killing the leader of Ravensguard daughter.
All the while in Silverspire, the common people are starting to grumble about Jack's lack of action and are turning to Alexander Emerick, a former advisor of Jack's turned radio host while he spouts his revolutionary propaganda.
Surrounded by their enemies on all sides, some visible, some invisible, Vesper and Jack will need more than determination to keep their place of power.
