The historic districts of the Georgian capital have managed to retain their character, despite successive political and economic upheavals. However, a number of key challenges need to be addressed, such as the modernisation of the city's housing stock whilst preserving the existing urban fabric and the control of property development. This publication outlines the current state of urban regeneration policy and the structural problems that exist.
